In the high tech area in particular, one of the key items is intellectual property protection. People choose based on choices around the world, not just based on what Vietnam was in the past. One of the points that I made in Hanoi this morning is that, even though Vietnam has progressed very far very quickly, it can’t rest because it is operating in a globally competitive environment.

Third, there are still issues in Vietnam that relate to regulation, rule of law, corruption, so some of the issues we are working on with the government are how to create a better environment to draw investment. Sometimes the money for accounting purposes comes from Singapore or other areas in East Asia, but they are U.S. As for the investment statistics, as I discussed in Hanoi this morning, the numbers have grown-but they have grown even more if you look at U.S. exports to Vietnam, which are about $1.3 billion a year. In fact, they have grown a lot more than U.S. investment in the high-tech industry in Vietnam?ĭEPUTY SECRETARY ZOELLICK: First, there has been a great expansion of Vietnamese exports to the United States, about $4-5 billion a year now.
